Cătălin Raiu is an associate professor at the Faculty of Administration and Business, University of Bucharest, and serves as a secretary of state at the National Council for Combating Discrimination in Romania. He was a member of the OSCE/ODIHR Panel of Experts on Freedom of Religion or Belief for three years (2019–22). His research focuses on the relationship between the state and religious organizations. He is the author of several scholarly works in the field of freedom of religion, including Public Governance and Religion: Key Historical Turns in Modern Romania (C.H. Beck 2023) and Freedom of Religion Between Politics and Policy: A Political Analysis of International Standards, National Legislation and Government Practice During the Pandemic (Doxologia 2021, with a foreword by Jan Figel).
