Yulia Razmetaeva, PhD in Law, is a visiting researcher at Uppsala University and Head of the Center for Law, Ethics and Digital Technologies at Yaroslav Mudryi National Law University. She is also a project leader of European Fundamental Values in Digital Era, a Jean Monnet Centre of Excellence project co-funded by the European Union. Razmetaeva was a CEU Democracy Institute in Budapest Fellowship Researcher and Royal Swedish Academy of Sciences Scholarship Researcher. She has delivered guest lectures and talks at the School of Law of the University of Central Lancashire in Cyprus; Mykolas Romeris University Law School; Uppsala Forum on Democracy, Peace and Justice; and Central European University.
Her research on the impact of artificial intelligence on the rule of law, human rights, and democracy is supported by the Wallenberg Foundations. She conducts research on “AI Expectation and Reality: Transforming the Human Experience and Mind” and is also part of the working group on Artificial Intelligence, Democracy, and Human Dignity and The Artificial Public Servant projects affiliated with WASP-HS.
Razmetaeva is the author of two books: Human Rights as a Fundamental Value of Civil Society (2013) and Doctrine and Practice of Human Rights Protection (2018). Her research interests include human rights issues in the digital age and issues related to artificial intelligence, law, ethics, and digital technologies. She has authored or co-authored articles on these topics in journals such as Phenomenology and Mind, TalTech Journal of European Studies, Access to Justice in Eastern Europe, and Masaryk University Journal of Law and Technology.
Since 2016, Razmetaeva has served as an expert on national and international projects dedicated to law, values, and technology. Since 2021, she has been a member of Groupement de recherche 2092 Techniques et production dans l’histoire, a federation of laboratories, researchers, and curators in the history of technology, based in France and open internationally.
